This is a problem with the Windows Installer. There is still an Installer configuration file on the machine that is starting the Installer when Legacy tries to open.

This is a famous issue with Roxio and all kinds of programs going back for years. If you go to the Roxio website you will see that their Roxio support guru says:
Your Windows Installer is running amok. It does this occasionally, and not just with Roxio programs.
Providing that you have an installation CD that you can reinstall Easy Media Creator with, I would suggest that you uninstall EMC if possible, run the Windows Installer Cleanup Utility to straighten up the Windows Installer, then reinstall EMC again.
