Does Legacy have a real sources database?

Yes. Source information is stored in a master source list database and each citation of a source points to the main entry. You can cite a source any number of times without having to retype it. In addition, the Source Clipboard allows you to cite a source with the click of a button. You can also use AutoSource to assign sources to records as you import them.
