When adding a picture, a user will get a message "Not supported" or "This is an unsupported file format" if they select a PDF file, a zipped media backup file or a PSD (Photoshop Document) file, etc.
Legacy only supports the following picture formats:
.BMP
.CAL
.CMP
.DIS
.EFX
.EPS
.FAX
.FIL
.GIF
.GIF
.IMG
.JPG
.KRN
.MSP
.PCD
.PCT
.PNG
.TGA
.THK
.TIF (without compression)
.TWN
.WPG
Make sure that you are adding only one of these supported formats when you click on Add Media > Picture. PDF files, text files, word processor files and the like should be added as a Document.
